Rapid Tempature Change for CPU Stress Test

My laptop has a 4790k in it, so I installed Intel XTU and ran a stress test. When I do this the temperature rises almost instantly to 90 degrees Celsius and stays there for the duration of the test. Resting temperatures are are usually about 60 degrees. My two questions are:

Are those temperatures too high for safe use?

Does the instant 30 degree change in temperature mean something is wrong?

A laptop with a 4790k? Sounds odd, anyway, laptop cooling is not meant to take those tests, under realistic loads you should never see those temps.
