RAR - changes my settings

I have been playing with RAR for a while. When I only have a few
cities and I reduce science to a minimum to gain cash or whatever I
want, the program will reset it to maximum after 1 to 5 turns. When I
am low on funds, it is a constant chore to keep up with the setting.

Any suggestions?

That's your style of government. The limitation applies to *each* of the
three sliders. So when you drop your Science, your Tax goes up. The cap is
50%, so the game adjusts things back so Tax gets below the cap.
