Question Rare GPU and CPU usage spikes ?

I recently changed my 1070 for a ROG Strix 3060, the problem is that when I check the usage in MSI afterburner there are usage spikes that didn't happen to me before, even having all programs closed and being on desktop, even now in games the percentage of usage increases more than it did before. (I'm not sure how to post the afterburner graph images.)

I did use DDU to change drivers, did a clean install, ran ESET antivirus and malwarebytes and there was nothing unusual.

Components:
Ryzen 5 2600
Hyper 212 RGB
GTX 1070
Asus B450m-plus gaming
16GB Ram Tuf gaming
1TB HDD
240GB SSD
EVGA 550 80+
Corsair 4000x
6 Corsair fans (3sp/3LL120)

I have done some research and some people suggest that I should change the power supply. Do you guys think that will solve the problem (Corsair RM750 would be a good supply, 2021 edition)?

Another thing is that when changing the 3060 for the previous 1070 the spikes still occur but only on the CPU.

Spikes in CPU usage are common, as Windows bundles housekeeping tasks to be done at once, and for Ryzen CPUs, typically shove it on one or two CPU cores, which boost to the maximum speed and cause a temperature spike. GPU spikes can happen if there's stuff going on that the OS has to render. For instance as I'm typing this, my GPU load is swinging between 10-30% because there's a video going on in the background. It's probably rendering a bunch of stuff, buffering it, and when the buffer is about to run out, render a bunch more stuff.

Also keep in mind that % Utilization is entirely dependent on the part's speed. For the same amount of work, % Utilization can be higher for slower clocked parts because they spend more time on the thing. Or in the case of a GPU, it might seem like it's doing more for something trivial, but the GPU may be running at say half the clock speed it could've.

When you install fresh drivers, it resets everything to default. Can you post the Nvidia control panel 3d settings, and check to make sure the gpu is selected to be used for PhysX?

I have gone back to the 1070 and it seems that the peaks start high and eventually stabilize, however at no point are there any weird spikes in the GPU load, so the problem could be the power supply?
