First off the title is wrong, it emulates the optical drive as correctly stated in the article and not the games.

It's not emulation files, a iso or cue bin are exact copies of original cds.
It enables users to play cd images.
This enables the system to send ROM files directly to the original hardware.
It does not send the rom files anywhere, it allows the system to access the image file (iso, cue/bin) in the same way it would a real cd, reading tiny parts of it that fit into the PS1 memory and/or streaming the analog music through it's sound processor.
