I'm planning on building with these components, a grand total of 599$ on the nose (Before tax unfortunately).
Keep in mind I already have a 400W corsair power supply and 8600gt (which I will replace with a 9800 sometime in the future).

ASUS P5QL PRO: http://www.newegg.com/Product/Product.aspx?Item=N82E16813131329 (I wanted cheap with ability to do pcie 2.0)

Intel Core2 Quad Q9400 2.66GHz: http://www.newegg.com/Product/Product.aspx?Item=N82E16819115131

CPU FAN: http://www.newegg.com/Product/Product.aspx?Item=N82E16835103031&Tpk=ooler%20master%20TX2

CPU THERMAL PASTE: http://www.newegg.com/Product/ProductReview.aspx?Item=35-202-006&SortField=0&SummaryType=0&Pagesize=10&SelectedRating=-1&PurchaseMark=&VideoOnlyMark=False&VendorMark=&Keywords=(keywords)&Page=4

Gskill ram: http://www.newegg.com/Product/Product.aspx?Item=N82E16820231166

From what I can tell for QVL lists and such all of these components should be compatible with one another but PLEASE let me know if you discover that any of these will not work together.

And any suggestions are welcome that wont raise my final price much higher :D

Looks good
To me a build is individual, so I won't give you my bias.
Make sure your power supply has dual 12V high current outputs and has overvoltage protection on each output.

Your build looks pretty good, except you could have done cheaper on the ram, DDR2-1066 sees almost no improvement over DDR2-800 on LGA 775. You should set that ram to DDR2-800 and try to get as low timings as you can, that will get you better speed.

You PSU will work, if you don't have a powerful GPU in the system. Anything 4830 or 9800GT and below will be fine.
