On what basis should I rate things?

I need to know a lot more things to provide any real evaluation.

What is the maximum budget (preferably in USD)?

Do you have current generation parts available wherever you live?

I might have built something like it in 2002, maybe.

My build is pretty well budget for 2011, you could think about using a lot of those parts instead. The video card is really the only thing expensive with like 1/3 of the budget of the whole thing and that is only because I need the absolute best gaming performance while being completely silent. That could be anything with different requirements.

another budget build.......

It's all older, nearly outdated hardware, would serve as a home office system, browsing the web, running business or accounting software, watching movies, playing music, Photoshop and other 2D design programs would run fairly well. Would play older games well, newer more demanding games would be limited to minimal settings and resolutions, would not be very enjoyable to play.
