Is my new video card broken?

After I changed my GPU my chrome gives the error Rats! webGL hit a snag! on google chrome.

Disabling or enabling webGL won't fix it, turning off accelerated hardware makes video players lag

I didn't have this problem when I was using my nvidia 9500GT that broke last year and switched to built in on the mother board gigabyte GA-h55m-s2h rev1.1 with CPU i3 530, fresh installed windows 10 and didn't have problem.

2 weeks ago I changed my GPU to asus GT1030-SL-2G-BRK then the error happened, I even fresh installed my windows 10 version 1709

No its not the GPU its the chrome issue i have this issue since i updated the 10th Nov Nvidia Drivers on Clean install of windows
