how covert Raw to ntfs in vista?

jusy right click on the drive and select format for windows explorer or select the drive from disk management & select format ..

massage is "There is no disk in drive ..., Insert a disk and then try again".

no , no.
I format "my local drive "F" .
My problem is that, I can`t format it,
I try to format it from "safe mode and ..." too, but it don`t format.
