The video at the bottom of the page says to not overclock GPUs, but some cards are overclocked at the factory. It's just that factory-overlocked cards usually have coolers and VRMs that can handle the extra heat and power. I think it would have been better to say "Don't overclock a GPU yourself; buy one that has been overclocked at the factory".
