RCA to HDMI Converter Issue

I bought a S-Ciing RCA to HDMI converter to use old consoles with my new tv. When I turn on the console after everything is connected, nothing displays on the TV. Any reason why?

Did you plug the converter box into a power supply via the usb cable?

Will probably need to turn on the console, then the tv.
