Question RDR2 constantly stuttering

I'm playing RDR2. My problem is the game starts to stutter constantly. I'm playing on 1080P resolution / 60 hz refresh rate, and the graphic preset is set to 'Balanced.' I got the game installed on m.2 drive. My spec is in the profile. Is my system not enough for this game? I'm thinking of buying a new system, but at the moment I'm looking for a job so I rather not spend the money. Thanks.

Ram usage = 4.9Gig, that's what RDR2 shows the use of video RAM (out of 8gig)
m.2 has 28Gig left

sorry, I meant m.2 not SSD. And m.2 total is 240Gig. Also, the OS is installed on it

So your OS drive is full at 89%. Try cleaning it up a little.
