read speed problem

pls refer to the pic below. why my hdd read speed is that low at that particular point? i've tried scandisk, no error reported. i've tried defrag too, but it's still the same.

Not sure about this one...have you run surface scan of the entire drive?? ( yes, it will take a while...)

i've performed surface scan for twice. what could possibly be the problem?
