It means it has letters with accents. There are no accents in the English language. So there was no problem if you had the program in a directory called "mail" but Thunderbird would have issues if you had it in a directory called "pósti" (Icelandic for mail). Accents also tends to be used rather generally in the English language to mean all diacritical marks, not just strictly accents.
