reallly need some help

I have been going crazy for the past 2 weeks.. my pc has been nothing but problems. Frist problem is. When booting the coumpter sometimes it will take me to the prompt safe mode start windows normally ect..it counts down to 30 but then if I hit the down arrow key for somthing the count down stops. And pretty much juat freezes... the second problem I am having is now my monitor won't even kick could it be cause my power supply is to week for my video card? I have a 520 supply with a 7970 video card. The video card is about a year old so I cant imange it being that... any help is greatly appreciated!

8gb of ram 7970 ati amd x6 processor 520 power supply mother bored im not a 100 precent sure.. but I can't even turn the coumpter on because none of the monitors will even kick on
