It really seems to me like you really want to buy a new CPU and Mobo. So before I say anything, if that's what you really want to do, and have the money for it. It's always nice to get an upgrade. However, with the parts you have, you shouldn't be having this issue.

As for your issue, I do have a few questions though:
- Could you tell me how long you've had...
well ingame you should check CPU utilization and GPU utilization and see what is holding the system back. if the utilization is higher on the CPU than the GPU, then you can argue that you have a possible CPU speed limitation. But, its good to find out the real problem before just "upgrading to a new system"

Question from adamtrzaska21 : "cpu problem low fps"

i have a gtx 1080 and a i5 6600 on a msi m3 250b
basicly cpu used is 100% all the time in gaems such as bf1 and fps is like 20-70fps at medium to high settings should i get a i7 7700k or should i upgrade the motherboard aswell to a z270?

or should i just get a i7 8700k with a z370 mob?

As for your issue, I do have a few questions though:
- Could you tell me how long you've had this CPU and Mobo for?
- What temperatures are you getting from your CPU and GPU?
- What load & temps are you getting on idle on your CPU and GPU?
--> In the meantime, you should run some anti-virus scanners as that could be interferring with everything.
