Question Really Bad Ping Spikes

I recently moved and have been having terrible 30 second ping spikes on a 400 Mbps Ethernet connection. These are absolutely the worst playing any kind of online game. Looking at WireShark, I have a ton of TCP reconnects. Spectrum has already come out and replaced my modem and router but the problem still exists. Is there anything I can do to mitigate these ping spikes?

How are you connected from the modem to your system? You might want to see if uninstalling and reinstalling your networking drivers changes your experience. You might also want to see if a BIOS update is pending on your (motherboard)platform.
