Question Really loud cpu fan

I have this problem the cpu cooler is reallty loud like extremly loud. I tried to change the rpm of cpu from the bios of the motherboard but it's still loud, also a program shows that the fan makes more than 4k rpm, is it normal to be that high? The motherboard is an asrock a75m-hvs and the cpu is an athlon II x4 631.

You might want to reapply the thermal paste under that cooler and see if temps drop down(as well as the Fan's noise). On the latest BIOS update for your motherboard?

It's normal for high temperatures and that fan tops at over 5000rpm.

Actually it is NOT normal for those processors to run hot. However with that old of a system I'd say it's time to get a new Processor, Board and memory, update to a new Ryzen based system. You will be much happier in the long run for doing so.
