Question Really Low FPS with really low gpu AND cpu usage???

ive been trying to play rust lately but idk what theyve done to it but i cannot seem to get more than 40 frames?? my specs are a 4070 super, i5 13600kf, 32gb ddr4 corsair vengeance ram.
my gpu and cpu are both stuck at like 30% usage as a constant like ik rust is a HEAVY cpu bound game but even so my cpu should be able to handle rust better than 40 fps man, how do i fix this low usage its getting rlly annoying

Use DDU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode then manually install the latest GPU driver in an elevated command, i.e, Right click installer>Run as Administrator(assuming you're on Windows OS).
