Really low framerate with good gpu (R9 270X)

I just built this desktop and i launched Half-Life 2. I got 10 fps. I launched Binding of Isaac and I blue-screened. I have a Radeon HD R9 270X gpu. I installed the drivers, also. What's wrong? I'm on a 1280x1024 monitor. I have an FX-8320 CPU.

WOW. Try this: Erase completely your drivers with a driver sweeper, and reinstall them.
