Question Need help with computer for gaming / gpu usage

My GPU utilization is permanently under 10% and I think games are using my CPU solely for gameplay. Gpu usage drops to 0% during gameplay aswell.

CPU: AMD Ryzen 5 1600 six core processer 3200 mhz

GPU : Radeon RX 5700 XT

16 gb ram

this computer was working amazing until I went on break and returned a week and a half later (today). Now, games are unplayable with the huge fps drops and lag. I have uninstalled and reinstalled the newest drivers probably 10 times now trying different ones so don't suggest that.

I've also tried putting the games i play under high performance in the graphics settings. also i put the settings all on high in game and that changed nothing.

My internet has been the same quality since before break.

I think the low utilization rate and clock speed are the problem for the gpu but not 100% sure and not sure how to fix

33 MHz clock speed seems insanely low that is probably the problem? Not sure how to fix that with AMD though

That GPU usage and clock speed is insanely low, and those stats are WHILE playing games. (league of legends)

This wasn't a problem until yesterday when I came back from a 1 week break only change to pc was a new mouse.
