[SOLVED] really slow downloads

so my download speed caps at 13mb/s .....
i ran a test at speedtest and i get 124 mb/s download .......
no matter where I am downloading from...
any games... steam, origin, battlenet....
nvidia for gfx driver....
any movie ... anything.
it caps at 13mb/s ....

my pc finds my connection as 1.0Gbps
i tried multiple ethernet cables.

changed the speed and duplex from Auto to 1.0 Gbps Full but nothing at all changed.
any help would be wonderful as my downloads are long and boring

Out of curiosity, what is the bandwidth you're paying for from your ISP's end? You might want to also check and see if your motherboard is on the latest BIOS version. Check to see what OS version you're on at the moment.

250 Mbps is what I am paying for.

and there is a newer bios for my Prime Z490-A but its a beta version that just came out about 3 weeks ago.

1.0Gbps is between you and the router.

That is pretty much exactly correct.

speedtest.net shows in megabits/sec
Steam shows in megabytes/sec
8:1 ratio.

13*8 = 104.
A little bit off the "124", but not terrible.

No, 124mbps.
You are getting 13MBps from Steam. Pretty much the same thing.
