Really Slow Hard Drive.

Specs: I5 4670k @ 4.2, Asus z-87 a, GTX 770, G. Skills RipJaws X 8GB (F3-12800CL9D-8GBXL), Western Digital Caviar Black 1T (WD1002FAEX). Windows 8.1.
My HDD seems slow. General use, and sometimes when gaming. For example: Me and my buddy will play dayz, I start noticing some lag spikes, like 3-5 second pauses of the game/general fps drops, ask my buddy if he has the same problem. Nope, and he has also a i5 4670k @ stock, gtx 660, and some 500gb HDD. Also, when loading into a battlefield 4 TDM match, I finally load in 10-15 kills in.

Things I have done:

Ran Data LifeGuard Diagnostics Tool: Smart value, Short Test, and Long Test all passed.
Ran ChkDsk, all good.
Switched SATA Ports.
Disabled Windows search, Windows indexing, and superfetch.
I have tested the memory with mem test.
Went in the processes when said slowdown is happening, and it is service host: local service (Network Restricted) (Some #)

Can't RMA because I guess it's an OEM drive, but says warranty is valid until 2018... So, any help would be appreciated. This has been happening for sometime.
