[SOLVED] Really weird graphics card/computer issue ?

I was having issues with my computer randomly shutting off, and it started happening more often, so I decided to fix it. This is the weird part. When my graphics card(that I have haven't touched in my case for months) is screwed in tightly to the pcie brackets, it does not work. However, if I took the screws out, and it was not in tight, the computer works fine. I tried the other pcie lane too, same issue. I fixed this by putting washers in between the brackets and graphics card, and it seems to work fine.

Would this be due to a defective motherboard or graphics card? or would it be an issue with the case (doesn't seem to be messed up)?

Probably need to loosen the motherboard, my guess would be it just isn't aligned properly with the expansion slots.
