Really weird issue with CPU wattage

Hello, I am having a really weird issue with my PC.
It started running slower than normal spontaneously, so I did a benchmark. Obviously that is not good. I downloaded the Intel Power Gadget and saw that my CPU (i5-6600k) was using much less power than it's TDP (35w at 100% load). Since then, I got a new PSU, (EVGA 450w to a Corsair 550w), and the power usage has stayed the same. Would this be a mobo issue or a software issue?

Check your cpu temps running the benchmark processor may be overheating. It never turboed up

I'm looking and it's staying cool, 30C.

I ran the benchmark again and it peaked at 42C.

What motherboard do you have? Sounds like you don't have turbo boost enabled in bios maybe

I have a MSI B150 PC MATE, and turbo boost is enabled in the bios

Have you ever done anything in bios? If so I recommend just flat resetting to defualt settings.

I have literally done nothing in the bios other than check for turbo boost
