[SOLVED] REALLY weird resolution/display issues

Yeah, not sure if this is a monitor thing or a graphics card thing.

I have a Radeon RX 5600 XT graphics card, and a ViewSonic XG2402 monitor hooked up via Display Port. I also have an RCA 32 inch TV as a second monitor.

My default resolution is 1920 x 1080. Every modern game I play defaults to this, but I get a bunch of frame skips/lag. When I lower it to 1650x1080, the framerate is flawless and smooth, even with the odd 16:10 aspect ratio. Why is this? Can the graphics card not handle a 1080p resolution?

Now, aside from modern games, I get super weird frame stutters when playing even older, less resource intensive games. Older games like Guilty Gear Xrd and Slap City, will run at perfect fps for like 7 seconds, then severe frame lag for 3 seconds, over and over again. If I turn VSync on, it will fix the issue, but I'll have very noticeable input delay. I shouldn't be having any frame issues because my PC (which I just built in November) is beefy enough to run any of these games. These are just weird resolution problems which I don't know how to fix.

Any suggestions? I've tried searching for these specific issues but haven't had much luck.
