Realtek HD Audio manager Missing after install

I have recently reinstalled Windows onto my computer and install Realtek HD Audio manager but it does not show up in the system tray nor the control panel. It does however show its label on my sound settings in playback and recording as a label for the devices. The driver also appears in the list of installed programs and is removable in the add/remove programs.

I have installed "64bits Vista, Windows7, Windows8, Windows8.1, Windows10 Driver only (Executable file)" from the website: http://www.realtek.com.tw/downloads/downloadsView.aspx?Langid=1&PNid=24&PFid=24&Level=4&Conn=3&DownTypeID=3&GetDown=false
for my 64-bit Windows. I'm pretty sure it's the correct one?

I've look at a bunch of places but this is the only one I could find. Is there a place where I can find the Sound panel itself?

That's right, that version doesn't install controls. If you just update it from MS server it will show up. Just did it myself few days ago.
PS: You can't get just control panel part.
