Realtek PCI wireless card internet speeds dropping

I use my PC at college where there are no ethernet ports in the rooms. Last year, I bought a Realtek RTL8192CE wireless N capable card and it worked swimingly. Over the summer, at home, I had access to ethernet and did not use the card at all. Now, I'm back at college and its doing something really weird:

When I first connect to wifi, it works fine. I'll get between 20 and 30 mb/s speeds for about 10 minutes and then, it all drops down to under 100kbps and never comes back up. Solutions that have provided temporary fixes include putting the computer to sleep and wakiong it up, or going into device manager, disabling, and reenabling the card. These solutions once again only work for about 10 minutes. I am right under the access point too, so I dont think distance is an issue.

*update* It is not the router or access point, as my phone gets a pretty consistent speed at all times, as does my laptop.

1| Have you made sure your motherboard BIOS is up to date?
2| Since your issue begins at the 10 minute mark, have you tried uninstalling and reinstalling your wireless adapter's drivers?
3| You're on Windows 10, so I'd like to ask you to have Task Manager open and see how much system memory is being used when you experience the net speed drop. If it's abnormally high, like close to 99% then you should perform a repair install.

You may want to make sure that the drivers for your wireless card have the appropriate executable for your OS. If not you can try installing in compatibility mode:
Right click installer>Properties>Compatibility Mode>Windows X from the drop down menu].
This link seems to have drivers meant for Windows 7.
