Reapply thermal paste to cpu?

I just bought a hyper 212 evo to replace the stock pheonom ii cooler. When I replace it should I reapply thermal paste? Will I have to clean off the old paste and is there a way to do so without buying a cleaning kit?

I have had my computer for over 3 years and have never reapplied paste (but I also never removed the heatsink). When I swap the fans should I?

Yes, you need to reapply. Reapplying obviously consists of cleaning the old paste. You can use rubbing alcohol.
