Reapply thermal paste?

So i got a new comp like last week but there was a problem with the mobo so i had to get a tech guy to get a new one and replace it. I was wondering if there was a need to reapply the thermal paste on the cpu while trasferring to the new mobo. The tech guy said there is no need cause i just bought it and its new but i dont if i can trust him on that one. Im using a liquid cooler btw. Seidon 120v plus.

If I'd removed the heatsink at any point I'd probably clean it & go again with fresh thermal paste but I'm paranoid.
