Rear panel power is on after system shutdown - Why?

I just finished a build using an ASRock Z370 Pro4. I noticed that when I shut off the PC (using Windows 10), power stays on to the rear connector panel. The keyboard stays powered on. The USB ports supply power to my external drive.

Is this by design? Or my error? Can I change this behavior in BIOS? Or somewhere?

Power supply is Antec.

Unsure about ASRock motherboard but the Asus you have to set it in bios to turn off. Or use the program Aura from asus to tell it to turn off when you turn the computer off.

Look in your bios or read the manual that came with the mobo.
