Reasons for slow internet connection

So, my internet connections in browsers is really low. My downloading speed in uTorrent is around 8megabyes per second, but when in browsers its really low and songs in youtube for example barely load even on minimum quality. Also Im having problems with watching videos on 1080p before that issue happened. I could watch in Mozilla, but in Chrome or Opera they lag - both sound and video and they lag badly. Its like you stop-start-stop-start really quickly. Im with fresh installed copy of Windows 7 Home edition with updates up to date, and before I re-install it I had the issue with watching high quality videos. So I doubt its a software issue, both times I did format C and D. My pc is old but its not that old that 1080p videos lagging, and before that I had no problem. So I will provide you with my computer specs and anything else I could add after your responses, if there are any, so thank you in advance.

4GB's of ram
AMD Athlon II x4 620 2.6GHz / Stock cooler
Gigabyte GTX 260 216shaders 55nm OC edition 896 ram
GA-MA770-US3 motherboard
500gb 7200rpm hdd with no bad sectors, recently checked.
FSP Fortron 350w PSU with additional FSP Booster x3 for the video card.

I ran CCleaner a couple of times and that fixed the lag in 1080 videos, but the internet connection is still really low compared to what it used to be. I was thinking that something can be wrong with my Lan card ( Im using the integrated in mobo ), but it wouldnt explain the higher download speed in Utorrent. If you have any ideas, still looking for a fix.
 
is your torrent always on, if so close it, run a speed test after uTorrent is closed, http://www.speedtest.net/index.php, do you get 8Mb, other factors can be firewalls, anivirii software and programs in general that start when windows launches, this eats up memory, therefore slowing system down and everything is affected by this. Most likely culprit is uTorrent, eating up bandwidth.
 
No, its not always on. I just tested it and it showed me less than 2 megabytes download speed, I guess that one is bad. I dont run any antivirus, just Microsoft Essentials, I will turn it off and see how it goes but I doubt its the problem. My firewall has been either on and off and it showed no difference whatsoever.

I would really appreciate ANY suggestions, as this is really annoying. I cant even listen to radios or listen music or watch something on youtube, because it loads so slow. This has never happened before and I dont know how to react.
 
try unplugging router, not modem (unless it's the 2 in 1), for about 10 seconds, plug back in, wait for internet, retest speed, if it is not going anywhere, this could be an ISP issue, therefore call ISP to have them check your speed at there end and make sure its at what you pay for, when all said and done, retest again, problem should be solved, because you are not using an anti-virus software, you should get at least Avira (free) and you may potentially have spyware or malware, test here = http://housecall.trendmicro.com/
 
I doubt its the ISP, Ive been using it for like 8 years and I have had to call them twice both times for lan card replacements ( Fried in blackouts ). Im not using a router, and I have one separate lan card which I installed onto an PCI-E slot, the light is on but when i try to connect it says that the cable is not plugged in. The last time I used it I had to install a few drivers and I lost the cd, now Im on another computer. I will try plug/unplugg and see where that gets me. Thank you for responding from the bottom of my heart, I hope we have this fixed soon enough.
 
sometimes something simple as rebooting device helps, the cache memory of the device fills up and doesn't clear out and you get exactly what you described, that's why I said reboot router or both modem/router to see if that is the issue.
 
Are you using a wireless router or ethernet? I was getting about 1 - 1.5 MBPS on my wireless internet. I thought it was the ISP's connection for the longest time till I hooked up with ethernet and did a speed test. I got 20 MBPS. So i found out that the wireless router wasn't working properly.
