Can rebirth be played after Amaranth in combat or can it only be played
after an action to diablerize?

After sending to torpor, try to play a Freak Drive or a Forced March
before Rebirth... ;)

The card clearly says "after a diablerie action":

It is an action modifier, not a combat card.

There is no mention of the card being playable in combat in the text so
i would say it is not.

Correct. See also card text: "Only usable when a diablerie *action* is
successful." (Emphasis added)
