Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key

I have already successfully built one gaming PC and had no problems installing WIndows through the CD drive but on this new build I keep trying to install Windows from the CD and it keeps telling me the same thing: Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key Why does it keep doing this, I've tried switching back and forth from IDE to AHCI but it still isn't doing anything... this is the build http://

Did you change to CD/DVD as first boot device in BIOS ?
Is CD bootable ?
Did you see message to "Press any key to boot from CD" ?

yeah i even tried formatting and partitioning a USB to install the windows onto but when i got to the cd boot part it said the specified path could not be found so i think that windows cd is dead.
