Reboot and Select proper device problem

To start from the beginning,
I tried to reinstall windows, but I couldn't because I did not have enough space on my hard drive (the hard drive I did not want to use).
So I watched this video:

And I cleaned both the disk I did not have enough space on, as well as the disk I wanted to use. I then clicked reinstall windows (I was in system recovery options) and it restarted my computer. From then on, it tells me 'reboot and select proper boot device'. I tried changing which boot device, trying with each of my hard drives, without success. I can't access or log in, or do anything on my computer and I'm really worried I have massively messed it up.
 
It sounds to me like the factory recovery data is missing from the hard drive so it did not actually run recovery at all.
That may mean that the hard drive is faulty & needs replacing with a new one. It needs to be tested first to see if it's okay.

Next, install IMGBurn: http://filehippo.com/download_imgburn

Use IMGBurn to create a bootable CD from the CD image file you downloaded earlier.

Then boot your PC from that CD to test the hard drive using the long/extended test.

We can take it from there depending on the test result.
