Reboot and select propper boot device

Help! I installed a new graphics card and am getting this error. The ony thing I changed was the placement of SATA cables. The issue is I cannot enter my BIOS first of all my motherboard is a
Asrock 970 extreme 4 and I have no idea what the key to acess the bios even is. Secondly when the computer boots up the manufacturer title and BIOS keybind is never displayed. Come to think of it it never displays Asrock it just went straight to windows I only remember it displaying Asrock a few times after I initially assembled it. Help would be greatly appreciated.

The UEFI BIOS and Windows 8.1 run a "Secure Boot" process which doesn't display the POST screen, which is normally how you would access the BIOS. The error you're receiving could be solved by removing any SATA cables to any HDD's other than your boot drive, I'm assuming you have more than 1 HDD?

This isn't a permanent solution, just one to get you booted, then able to access the BIOS, which has to be accessed by booting to Windows first.
 
When you changed the SATA cables, you moved your boot drive to different SATA port than one it was assigned to in the BIOS. The standard key to enter the BIOS is the delete key, just start pressing it a few seconds after you power on, and continue pressing it about every 2 seconds.
If you want to see the POST screen during boot, disable the BIOS splash screen once you do get into the BIOS. I personally like to see what is going on during POST, so I disable that first thing on any new board I get.
 
I have literally tested every single port and got nothing. Good news is I got the BIOS up but something weird is going on its not detecting my HDD anymore. Also the BIOS only displays if I disconnect the the sata cable for my CD drive if I have it connected on startup it just goes straight to the select propper noot device error

Yes the computer detects my cd drive provided I reconnect it while on BIOS and restart

Edit: tried switching SATA cables did nothing
