Reboot causing Internet Explorer problem

I have recently rebooted my computer back to factory settings and so have the original windows vista. Afterwards a number of updates occurred and I was possible to get internet explorer to work however it needs to be updated. The problem is I can't install the Internet explorer 9 without downloading another update on the operating system however I can't download this update as the Microsoft website won't run on anything older than explorer 9 and is asking me to update my internet. I was wondering if anyone new anyway to download the update for windows vista without the Microsoft website securely (and without buying a CD) or to download internet explorer 9?
