Reboot during upgrade from Win98 to Win2K

While upgrading from Win98 to Win2K, the PC automatically
reboots before the completion of the installation. This
happens all the times despite re-installing the new OS.
Can you advise the next step I should take from here?

This is built in to the install routine, first files are copied to your
hard disk, then a reboot to initialize the GUI part of setup. Normally, the
install should boot to a new boot menu item and continue from there without
any interaction from the user, except possibly to remove any diskette or
bootable CD that might stop a normal boot from hard disk.

If this doesn't happen, you would need to troubleshoot what stops the
computer to boot into the GUI part of installation.
