Reboot Loop/Partial Rebuild

Hello,

I don't know much about hardware; I'm looking for some assistance diagnosing my problem and selecting the replacement parts. My system goes into a reboot loop whenever I try to boot. I recently installed windows 10 (like two weeks ago), but I don't think that's related. I've been noticing a decline in performance for some time. I purchased a copy of windows 10 and tried formatting my hard drive before doing anything else. It worked ok for a couple weeks, and now this is happening. Once I get to the windows loading screen, it loads for a few seconds, then the screen goes black and it reboots. I've only been able to get into safe mode a couple times. I did a ram test, which didn't turn anything up, but haven't been able to get back in safe mode since. I tried a clean install, no luck. I've tried booting from a couple different Linux boot disks, and it still wont boot. A lot of the components on my comp are 8 years old (CPU, MB, RAM, HDD). The PSU is 1 year old, and the GPU is 2 years old. I'm going to post my system specs in a minute, doing this on my phone, so its kind of a pain. Any insight would be appreciated. Thanks.
 
I lied, the GPU is actually 4 years old.
