A few months ago, seemingly without warning, I started experiencing problems where if I rebooted my computer with a specific external backup storage drive plugged in, I would get the "Reboot or select proper boot device" message.
My main boot drive is a Samsung 850 Pro 512 GB SSD (MZ-7KE512BW). I have two externals hooked up, a Toshiba Canvio 3TB (HDWC130XK3J1), and a Toshiba Canvio Connect 2TB (HDTC720XK3C1). If the Canvio 3TB is plugged in, I get this message, and then I have to turn off the system, unplug the drive, and go through the whole "Windows failed to start" thing (Startup Repair never repairs anything when I try it, so I just Start Windows Normally, doesn't seem to mess anything up.) Also, it doesn't matter whether the Canvio Connect 2TB is plugged in, though more on that later.
I don't remember this happening when I first got my computer in February (custom built by R-Computer in Concord, CA - I should probably call them for help too, since my family are long-time customers, but I'd rather not have to have this taken in). The issue just started several months ago. I keep my computer up for long periods of time and it doesn't act up, so I only generally need to restart when updates require me to, but it's still a bit of a pain to eject the drive and unplug it every time I want to restart, then plug it back in once Windows is booted up.
I have a Gigabyte Z170X-UD5-CF (U3E1). I tried changing the boot order in the BIOS menu, I seem to recall that it either didn't help, or if it did it just had the same problem on the next restart. I also updated the BIOS to F5, either that also didn't help, or again it only worked once and it was back to trying to boot from the external on next restart.
In fact, if the 2TB is plugged in, the 3TB isn't even listed in the boot order in the BIOS menu - it says:
Boot Option #1: [Windows Boot Manager (P0: Samsung SSD 850 PRO 512GB)
Boot Option #2: [P0: Samsung SSD 850 PRO 512GB]
Boot Option #3: [P3: ASUS BW-16DIHT]
When both drives are plugged in, the BIOS only displays the 2TB in the BIOS, and the 2TB isn't shown as a boot option. The Boot Override list (and the Boot Menu I access by pressing F12) only lists 8 options - the SSD, a Windows Boot Manager partition on the SSD, the BD drive, four HDDs and the 2TB USB drive. Could this be a limitation of the BIOS setup UI, maybe they didn't think there'd be any case where there would be more than 8 possibilities?
However, if I go into the BIOS with the 3TB plugged in and the 2TB unplugged, it does list it as the 8th option in the boot menu and Boot Override list, and the Boot Options list in the BIOS menu says this:

When I disabled TOSHIBA, it seemed to boot OK the next time, but then after I was into Windows, it saw that drive as an unformatted drive until I unplugged it and plugged it back in. Then when I restarted again, it once again threw up the message, and I had to go through the whole ordeal of turning off the computer, unplugging the drive, turning it back on, Start Windows Normally.
I'm actually not sure if it's trying to boot from the 3TB itself, or from the empty BD drive, I swear when I had the tray open and hit the key on the "Select a proper boot device" screen, it didn't pop up another occurrence of the message until I closed the drive. Either way, it only happens when that one drive is plugged in.
