When I try to enter the PC name on the install the first letter I type reboots the PC or just shuts it down?

Try it with another keyboard? Maybe hookup an external one if you are on a laptop.

Nope as soon as I hit any key it reboots

Yes it is a original Windows 7 cd.

Any chance the hard drive could be the problem?

It could be. Hard drives failing can cause all sorts of issues. You can try Seatools they make a bootable DOS version that can check the drive or you can hook the drive up to another machine and use their Windows version to test it.
