I've ordered a bunch of new parts including a motherboard and cpu. How does installing windows work? I had previously bought widows 7 and there was a promo to upgrade to 10 for free. What do I do? I still have the windows 7 disk

You do not need nor can use your old Win 7.

Assuming your current Win 10 system works, is that license linked to your MS account?

For the OS activation, read and do this before you change any parts:

After you get the new system built, clean install with the new hardware:
