Rebuilding Dell Optiplex 330 full size desktop

I have this Dell Optiplex 330 desktop full size tower that currently is a 2.0 Ghz processor with 1 GB Ram and 250 GB hard drive and I believe it's a crappy Intel hd graphic card. It is running linux mint cinnamon 17 and I seriously need some major hardware upgrades. It is a 32 bit system and I really want to see what I can do on a $570 budget to make this pc have a lot of speed and power and decent graphics comparable at least for 720p or higher. I want to know what ideas there are for even turning this into a 64 bit is I can install windows 8 on and change the motherboard and cup, get at least 8 GB ram. Please send me some part ideas?

First thing is throw the Dell in the bin. It'll make life a lot easier.

That is a pretty good build and even sounds like I could run some pretty good games with those components like Titanfall. So you say junk the Dell Optiplex 330. I felt like I may need to start over but thought I may of had some options with the case since it is pretty spacious to do some serious configurations to. I saw a few people who did upgrades to Optiplex 330 and next model up from Dell and actually run some pretty decent graphics. Hope to hear some more recommendations on AMD builds or updating what I have in the full tower Dell optiplex 330. All advice is helpful.
