Rebuilt PC is freezing completely, cant mouse the mouse or ctrl alt delete.

Just (re)built my computer after it had collected some dust for a while, everything worked fine before i put it away for a while. I had problems with artifacts after rebuilding it, and it was also freeze completely without mouse movement..hard resetting is the only way i could get my computer back up.

Re-Installed Windows 10 using the windows bootable USB tool. That removed the artifacts completely, but i still get the same freezes. I really need help diagnosing this...I hope its something i can fix without throwing any more money at my computer. I have ran a memory test, and it came back as 0 errors. Also ran SDD health checker, and it said it was in excellent shape. I can re-do those things if anyone thinks those screenshots could help them diagnose.
