Recent install buffering issues

I've recently installed my windows and have geforce experience updated for my gpu, My chipset, LAN, audio, and USB motherboard drivers installed. I have adobe flash player and Java. But for some odd reason, nothing buffers as it should. I can't even load vines until I wait for 10 minutes. What am I missing? I don't have any anti-virus or firewall, but I thought that would only but make my computer slower. I need some advice on what more I can do. My internet runs fine at 6mb/s

Note, it's not only videos. I can be reloading a page on chrome, and the spinning loading icon will spin for a very long time. Even when the site seems to be functioning fully
