Recent problems installing and booting an OS

Computer specs:
Sabertooth P67 Motherboard
Intel 2500k processor
1000W PSU
2XHD7870 Graphics Cards
Samsung 840 120gb

The other day I went to boot my PC and the bios couldn't detect my hdd. I tried a couple things; first off I flashed the bios, I changed out the SATA cables to the drive and dropped it down to SATA 2, I updated the bios, dropped it down to run bare minimums so took out both graphics card and replaced with an old hd6450 I had lying around and just the boot drive.

The bios randomly detected my drive again but couldn't boot windows 7. I tried a fresh re-install but every time it freezes at the starting windows screen. Swapped to an older WD 2000 I had lying around with Ubuntu 10.10 on it. It boots Ubuntu 10.10 just fine. I downloaded Ubuntu 13.04 and created a boot usb. Wouldn't install Ubuntu 13.04. I installed windows 7 using another computer to the Samsung 840. It runs flawlessly on the other computer.

So the conclusions that I have drawn from this is that the HDD is functioning, the PSU is functioning but with no indication its output is high enough, for some reason I am unable to install any new OS on the computer and have it function but it will run on an old drive with ubuntu 10.10.

Thoughts?
