Recent Problems with New Parts

Recently I bought a R9 390 by MSI with still containing a 600W psu (Yeah I didnt think this one through thats why I bought a 850W psu.). And recently playing WoW my computer crashed (not overheated) and I'm deeply concerned and at this time the new power supply has not arrived. I was wondering If I should replace parts and be concerned that this is not a power supply problem but something bigger. Recently I've noticed Google chrome has been slower, BIOS times increased, WoW load times increased and rather more computer lag.

Your i5 should not be the problem.

Replace your PSU first, while not common, it is certainly possible that the PSU is causing performance/efficiency issues.

Now you said idle but 42% load. CPU should not be at 42% with no applications eating resources. Do you have some hefty task running in background? What is the percentage after you first boot into PC?
The number that someone printed on the sticker of the PSU is in no way a guarantee of what wattage it can output at max. Many crap PSUs can not even sustain half its stated wattage.

Thus we need to know what the actual make and model is of the psu, not just a number printed on a sticker.

With that said, a faulty PSU does not generally cause slow down, it causes crashing.

You should be looking at your task manager to see how much memory is being used, cpu load, and disk usage.
 
The corsair CX series are known for having weak capacitors that do not hold up to the load of gaming hardware. Odds are that your PSU is probably struggling at this point to supply a 450w load.

Still should not make chrome feel slower.
For sure replace the PSU with something not from Corsair, 600w is likely still fine but check the requirements for your specific 390 cards as AMD cards have wider fluctuation.
But also watch system resources and do a malware scan with malwarebytes (scanning with AVG or Avast or MSE is not the same thing).
Also is your hard drive getting to be almost full?
