I recently bought 2 sticks of 4gb ddr3 ram
Specs
PSU:Coolermaster Thunder 500w
motherboard:GA-H61M-S2P
GPU: GTX 750 TI Windforce
CPU:Intel Core i3 3220
RAM: Kingston kvr16n11s8/4

the problem is i cant even access the bios screen because the pc restarts before the bios even pops up

i did that 30 mins ago and its the same result kept on restarting too
i also tried removing the cmos battery for 30 secs
maybe there was something wrong with the way i installed it
because when i first tried to remove my old ram it was hard to pull it out
now it requires no effort at all

It was hard probably because of the dust and heat since you don't usually pull out ram every day.. Try completely removing ram modules and start pc without ram. PC shouldn't keep rebooting but give you signal sound errors (if you have motherboard speaker installed). It will give you 1 long, and 3 shorter beeps which is the standard error code for memory errors. It will run though, and it is good to see if it just runs. It will not harm your computer.

i did that and it still kept on restarting

i did try that
i used the old one 1 time, after the pc kept restarting using the new ram
and the new ram each 1 at a time
and they all kept restarting

Then it could be that your PSU is dead. Get psu tester, see if everything works.
