Recently built a computer and i think the motherboard is busted

I built a computer and I think the motherboard is busted because nothing is turning on but the MB lights are on. So I took it out a made a through check but I didn't see anything out of the ordinary could it be something else?

Sorry it took me so long to get back but the PSU fan will spin once or twice then stop. I acts like it trying to start but it can't

Try connecting a fan to it and see if the fan does spin. With some PSUs, the fan does spin only when the temperature of the PSU reaches certain level.

I connected a case fan to it and the case fan spun but not the PSU.

Then the power supply does work. Try leaving only CPU and CPU fan installed, both 24 and 4/8 pin power cables connected. No other wires/components - it's important.
Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button (check the board's manual for their correct location).
See if the CPU fan does spin.

I did that and the CPU fans spun so I added the Hard drive and that spun up. After that I added the GPU and it's fans started but then everything acted like the power was decreased and started to stop then turned back on but the GPU fans were not spinning however I did get the BIOS system display. I have windows 10 installed so shouldn't that have come up instead.

When card installed, you have to connect the PCIe power cables and monitor to it.

I had the PCIe cables and the monitor connected. I also had the BIOS pop up but I had windows 10 installed so shouldn't I be able to see my window OS

I will do that however I did get windows to come up but is said that there was a stop error inaccessible boot device does tht mean my Hard drive is broken wouldn't think so but what do I know?

I got I working I don't know what was wrong with it before but for some reason check the PSU slowly with all of the other electronics made it work.
