Well, recently built my first gaming pc. specs are as follows:
MoBo: Asus P8B75-m/csm
CPU: i7 3770 @ 3.4 ghz
GPU: EVGA GTX 680 SC
RAM: 8 Gigabytes of Corsair Vengeance DDR3
PSU: Raidmax 730w Bronze PSU

Put this together about a month or two ago, and I'm not getting the framerates I used to in my games. About half of what I was used to getting in the same games. I have absolutely no idea what could cause this, so any help is appreciated. If I'm missing any key details I'd gladly give them to you.

Tried beta drivers, tried rolling back drivers to previous versions, still the same results.

Honestly it sounds exactly like a driver problem. Try completely removing all drivers from your graphics card and then reinstalling if you havent tried that already.

I went from having 70 fps in a stress test down to 11 and couldnt figure out why. When I removed all drivers and reinstalled them it fixed it and im back where I was

Tried this just now as you said, Didn't fix the problem unfortunately.
