Recently experiencing stuttering on all of my games

So as of right now I'm playing on a budget pc while I'm building my actual gaming PC. A couple weeks ago I was playing CSGO on mainly high settings with no problems. The game ran surprisingly smooth for the rather low-end cpu I have. But now pretty much all of my games have a slight stutter which makes it hard to play games like CSGO. I tried putting the game on even the lowest settings and I still get a slight stutter. The only thing that i could think of that may be a cause is I put a different version of Windows 10 on my computer. (Went from Windows 10 Education to Windows 10 Pro) But could that actually be a reason? I've looked up reasons for stuttering in games and I've gotten A LOT of different answers.

First of all, I'd like to know about your system configuration like what processor you are having? how much amount of memory you have installed in your system after that I am going to ask you to please check your startup settings and disable any unnecessary applications which are making your system to boot slower.

Just added system information to the main thread. As for startup settings, I'm not even really sure how to check those. I'm still kinda new when it comes to all of this. If you could walk me through it, I'd greatly appreciate it.
